That's happened to me the last two times I've asked to have a hold on my mail - they just keep delivering and cramming the box as full as possible. But the time before that they actually did hold my mail and then lost it. It did finally show up a few weeks later but it's frustrating to deal with. All that said, I'm usually very happy with my postal carrier and USPS delivery. I have had things go missing or get damaged over the years but given how much I order through the mail I've been pretty lucky. But I would be furious if a non-replaceable item like this were the one to get lost. I agree with Dave that they should hold back a small number of copies to deal with such problems.
